Testo: The Israeli Ministry of Transports commissioned an international pre-qualification tender for carrying-out a feasibility study for an offshore international airport described in the attached documents. Deadline for the PQ submission (extended) is July, the 31st 2017 at Noon (Israeli Time).   The TOR calls for a composition of a team of experts, as depicted in the TOR clause 2.3 (pages 10-11).
